registration csv not added to organizer mail

Hello list,

I've got the following problem with adding the registration csv to the
organizer mail.

The typo-script configuration in the root-setup:
plugin.tx_seminars.addRegistrationCsvToOrganizerMail = 1
weren't read and the changes in the TypoScript/setup.txt didn't work  too.
Can anybody help me!?
