[TYPO3-project-seminars] Register link in list view when seminar full

This requires changes to the extension. Actually, there are several
reasons why the link might not be shown which need to be taken into account:

- the event's registration deadline has passed
- the user already has registered for that event, and multi-registration
is not enabled

Would you like to maybe help out coding this feature or sponsoring it?
