Normally this does not need to be defined separately for the Seminar 
Manager. Just install it and it should show up in the Backend language 
you have selected. Of course this works only for languages to which the 
seminar manager was translated - but German is definitively in!


Have you tried to completely re-install the extension from TER?

The hint with the translation handling in the Extension Manager was not 
that bad. But as long as an extension has it's own locallang*.xml files, 
no language pack for the languages in these files will be fetched from TER.

Please report here, whether you could solve that issue.
