[TYPO3-RTE] How can I browse the RTE config tree

I'm a newbie and I've a couple of questions:

1) Is there any way to browse the RTE config tree like we do with the 
"Typoscript Object Browser"?
2) Is are any way to keep BOTH <DIV> and <P> tags once saved in the db? I 
succeeded having all <P> replaced by <DIV> but that's not what I want. I 
browsed  all the rte message since 27/1/2006 and googled around for a week 
without success. Can anybody help me?
