[TYPO3-RTE] Linkbrowser / target/style/title in top of browser

wouldn't it be an idea to place the target/style/title input fields in 
top of the Linkbrowser

placing for
email/ext url no problem
but
page/file with an large tree you have to scroll, and scroll

I made some courses for user who work on accessible pages.
They told me, it's a great feature but
scroll and scroll and scroll
