I didn't test it, but that's also my feeling. If a record gets localized 
by t3lib_TCEmain::localize() and with 'l10n_mode' set to 'exclude', the 
content won't be copied and the field not rendered in t3lib_TCEforms.

This is a regular translation behaviour and not related to IRRE only.
