[TYPO3-doc] Announcing my resignation officially (end of 2014)

Hi all,

As I announced in a team meeting way back in October 2013, I plan to 
step down as leader of the Documentation Team by the end of the year. 
This was at the bottom of the minutes back them. I had been planning to 
make it an official announcement for a long time and finally came around 
to writing it:
