[TYPO3-doc] wiki.typo3.org updated to MediaWiki 1.24

Hi all,

For information, Christopher has spent a few days recently upgrading 
wiki.typo3.org to the latest (major) update, 1.24.0. He took time to 
update the skin, in particular, so that it would be easier to continue 
upgrading in the future.
