[TYPO3-doc] Budget for 2015

Hi all,

In the last (and very reduced) team meeting, Xavier and me (the only 
attendees) discussed about requesting a budget for 2015 or not. The fact 
is that since I'm not going to lead the team anymore by then, I don't 
want to start a budget application myself. But if anyone in the team 
feels like it, the time is now:
