[TYPO3-doc] Extension "bib" should appear on docs.typo3.org

Rendering now works automatically for extensions published to TER. I
just checked your extension in github and you miss the Settings.yml:

https://github.com/subugoe/typo3-bib/tree/master/Documentation

Please add it before next upload otherwise rendering will not happen.
