[TYPO3-doc] Identify extensions with reST manuals

Hi guys,

In order to identify TYPO3 extensions, which have a reST manual, I would 
check for:

Does the file "Documentation/Index.rst" exist and file size > 0

What do you think? Is this really enough? Are there any other options 
which could/should be checked?

The aim is to determine which extensions have a reST doc (valid to be 
considered to be parsed).
