It's very similar to contributing to the Core, with Git repos for the 
manuals and Gerrit reviews. There's some information here:

http://wiki.typo3.org/Contributing_to_the_documentation

but it mostly points to the Core contribution workflow. I guess it 
should be easy for you, as you are an experienced contributor. The Git 
repo that you want in this case is the TSref's:

git://git.typo3.org/Documentation/TYPO3/Reference/Typoscript.git
