[TYPO3-doc] Easy install of "typo3sphinx" theme

I just merged this:


[TASK] Add Python package ExtendingSphinxForTYPO3

This package installs as a normal Python package and adds TYPO3
specific capabilities to Sphinx. Currently it makes the 
'typo3sphinx' theme available which can then be automatically 
found by other software. There may be more in the future.
See ./ExtendingSphinxForTYPO3/README.txt.

To install:
  $ cd ./ExtendingSphinxForTYPO3
  $ (sudo) python setup.py install
