[TYPO3-doc] doc_core_api -> ReST -> HTML

doc_core_api is said to be one of the /very old/ OpenOffice documents.
Nevertheless the translation to ReST works rather well. See:

Manually I only had to correct 8 lines where OpenOffice produced an
invalid nesting of <span><b></span></b> tags.

Another error in the field-list-table directive I'll have to fix: It
creates duplicate column names. These are only internal to the ReST
format but must be unique.
