[TYPO3-doc] Documentation license

Hi,

Maybe too radical for some, but what about putting documentation in the 
Public Domain? It isn't our core business and with people complaining 
about the lack of documentation and how hard it is to find something, I 
can't think of anything against spreading the documentation as much as 
possible.
