[TYPO3-doc] Now at docs.typo3.org: links to bookmarks are back again

Hi folks,

something for Christmas: The links to bookmarks within the current
page are back.

See for example:
http://docs.typo3.org/typo3cms/Index.html

and hover over the menu and you will get the idea!
