This is definitely really interesting. What we currently had in mind was 
if we could adapt the online editor developed by the PHP project [1], 
but we weren't sure exactly how much work it would be.

I find it very interesting if we could use Pootle since, as you mention, 
there's a plan to use it for the localization of v4 and v5 already.
