[TYPO3-doc] Screenshot rules and guidelines for Official Documentation

Hi again,

After looking at the work in progress on the Getting Started tutorial 
(BTW thanks for that wonderful progress!), I thought about one 
additional rule:

- set your browser's preferred language to English, so that the file 
upload fields don't have a "Durchsuchen..." button.
