[TYPO3-doc] Redefining the missions of the Documentation Team

I finally made some progress with this. First of all I updated the wiki 
page:

I also updated typo3.org, but only the new site. Since not many have 
access to it yet, I'm attaching a PDF version of the Documentation 
Team's page (note that all teams have become "projects" in the new site).

I don't consider this version to be really final. I would like to put 
some side-box with useful links and maybe a sub-page with more details 
about what's currently going on, but this is not my top priority for now.
