[TYPO3-doc] Pending documentation

Is a changelog, link to pending documentation or else possible for the 
"new documentation" ?

I think the easiest way to go is simply add a link in the introduction 
or "what's new version" to 
http://wiki.typo3.org/index.php/Documentation_changes_in_4.3 so the work 
isn't done twice.

A few major highlights would also be good to add in the what's new 
section like "TYPO3 version 4.3 brings conditions to page TSconfig" in 
doc_core_tsconfig.
