[TYPO3-doc] revive rlmp_extensiondocsw

Hi everybody

rlmp_extensiondocs is a great extension. It allows you to see the 
documentation of the installed extensions directly in your TYPO3.

The documentation matches to the version of the extension you have 
installed, and you don't have to bother typo3.org.

Is anybody interested in revive this extension, move it to 
forge.typo3.org and give it a facelift? It would be a shame if this 
great creation would have to die!
