[TYPO3-doc] extension manual - whats current recommendation?

Hi doc team :)

I just found: http://forge.typo3.org/wiki/team-docteam/3_Wikis_--
_where_to_put_new_documentation

There it says that new manuals should go to wiki.typo3.org. Is this true? Why 
not on forge itself for the extension? And should this replace the old 
fashioned doc in TER? Replacing that woule be good anyway.
