[TYPO3-doc] Wiki, UTF-8 and Russian Text

Hi Daniel,

there is a problem with russian text in the wiki:
http://wiki.typo3.org/index.php/Sandbox#russian_text
and:
http://wiki.typo3.org/index.php/Russian-Translation-Team

i can add russian text and see it in the preview too - but after saving it
will be gone.

Maybe there is an hook-script which parses the text with out being
multibyte-able?

can you have an look at it?
