[TYPO3-doc] New Design-Template for teams

Hi,

now we have a new template named "DesignTeamInfo" what we can use for
all teams. It can be configured by many settings so that all can use the
same template. For all Design-Templates I'll use the prefix "Design".

We're the first team who use it :-)

So the header carries much information:
* What is the startpage of the team
* What aim does the team have
* Links to the current-activities-page and contact
* Who are the members
* The colors and the spacing below can be configured, too
