[Typo3-doc] TYPO3 API documentation

Hi folks,  (x-post to typo3.dev)

I just put a doxgen generated documentation of the TYPO3 3.8.0 API online on
typo3.org. From now on you will be able to read it online at the following
URL:

http://typo3.org/documentation/api
