[Typo3-doc] translator reques:, from German or French to English

Hi Sylvian,

the Doc: Handbuch für Redakteure (deutsch) is already translated to 
English with screenshots in English since a year. But current it will 
be proof readed by Markus M. Kimmel and the team of Marketing 
Factory.
Then it will be published on typo3.org
