[Typo3-doc] Extension Development page

Hi,

as I`m currently in the process of learning how to create good 
extensions, I`d like to create a wiki page on that topic.

Creating those tutorials with open-office and uploading them seems to be 
too much overhead for me. I just would like to write down and explain 
things while I`m learning.

Can anybody tell me if this would be OK and if so, where and how I can 
create a new category for it?
