[Typo3-doc] extension manual Kickstarter

Hi,

I'm probably going to extended the kickstarter for TYPO3 3.7.0.

So I've started a new page as the extension manual of the kickstarter, 
which has never been documented before. Is extension as a new design 
since 3.7.0 and propose API to create file and more.

I use the convention to name extension page:

EXT/extension_key/manual

to setup manual page.

EXT/extension_key/testing

To write test about an extension

For the kickstarter it is:
http://wiki.typo3.org/index.php/EXT/kickstarter/manual

I've used the template proposed in
http://wiki.typo3.org/index.php/Overview_Extension_manuals#Documents_in_progress
