[Typo3-doc] rewrite the Wiki guideline

Hi,

The article about adding content to the Wiki must be rewritten.

On the Main_Page it starts under:

Live community
* About the Wiki (http://wiki.typo3.org/index.php/Wiki_guidelines)

This page may also be linked from the Introduction ?

The goal is to have a page (may be 2 pages) where you should found the 
information quickly and easily to start adding / changing content into 
the Wiki.

As Matthias asked how he should do, this page is not good enough. So 
Matthias, please ask the question not answered on those 2 pages and we 
will write the answer down on the one or the other. Right ?

Is this method good ?
