[Typo3-doc] IMPORTANT: new DocTEAM leader discussion / vote

Context:
Who will be the next TYPO3 DocTEAM leader ?

Currently, it seems I'm the only candidate, and no one has made an 
opposition. I've been encouraged by some of you, thanks. :-)

On Monday 8th, if we are still in the same state, I will send my 
agreement to Kasper.
