[Typo3-documentation] New wiki structure

I tried that at first, but then the wikis first page got to 
cluttered.  :-(
I have thought about it and I think visitors usually know if 
they are users, admins or developers. So I suggest we put this 
information in the subpage instead.

Could that be a good compromise?
