Your documentation guide is a great structure of all the different 
topics a Typo3-User is confronted with!

Those links look really "friendly" and inspiring to fill the pages 
behind the links.

IMHO that is exactly the opposit to links like that:

#  Users / Editors
     * User Tutorials
     * User Manuals
     * User Tips & Troubleshooting - nothing yet
     * User Reference - nothing yet

# Administrators
     * Administrator Tutorials
     * Administrator Manuals
     * Administrator Tips & Troubleshooting
     * Administrator Reference

# Developers
     * Developer Tutorials
     * Developer Manuals
     * Developer Tips & Troubleshooting
     * Developer Reference

I think your suggested overview is not only by far easier to manage for 
a Newbie, it is also a much nicer place to work on for documentation 
writers.
