[TYPO3-dam] Creating folder from within ElementBrowser for Non-Admins

Hi list,

I hope the current devs have a look in here. I have one short question. 
Where can I configure, that non-admin BEUsers are allowed to create a 
new folder from within the ElementBrowser (not the DAM file module)?

The appropriate button is available for admins - but not for anybody 
else. Have I missed setting a flag somewhere?
