[TYPO3-dam] BE-User cannot add a DAM Category to the root-path

No. It isn't a bug.
It's the same behaviour like the page tree has. 
Why not create a root category and use that as mount point. Creating sub 
categories works then.

Anyway the cat edit module is a hack and implementing this feature wouldn't be 
easy - I just had a look.

BTW: what about the 'global categories' project. Any progress? Will it be a 
replacement for dam_catedit?
