[TYPO3-content-rendering] forms, fieldsets and accessibility

Hi!

Bug #2485 complains about limted accessibility because of too many 
fieldsets. Any insights on this?

Feature request #2292 introduces configurable fieldsets (per TS, but not 
the form wizard!)

I think it's be nice if #2485 could be considered for 4.0 and #2292 solved 
for 4.0+.
