Unfortunately I have never seen this error.
This error is very strange, are you sure you're working with latest version?
I say this because on latest version of class.tx_commerce_dmhooks.php, 
the line 617 is blank... and is inside the 'saveProductRelations' 
function, which should probably not be called on the basket page.
I think you have an outdated version of this file, and probably an 
outdated version of Commerce.
[If you are developping on Windows, I recommend TortoiseSVN 
(http://tortoisesvn.net/) it is a small application that provides easy 
solution for updating folders/files from an online version, applying 
patches, etc…]


When your product has been localised, do the corresponding articles get 
localised correctly too?
