[Typo3-civserv] Translation problems

Hi Troels!
"Services" are offered by public authorities for citizens, companys or other public authorities. A "model service" is some kind of master service or template for a service which can be used by public authorities. So these authorities don't have to fill in all the data for that particular service themselves. Instead they just pick the model service for the service they want to offer their citizens, and voila there they have the complete service with just one (or two) simple click(s).
The whole workflow-system of the civserv-extension is based upon this. For example one public authority maintains a particular model service whereas up to two other public authorities control these changes. So only when they are accepted the changes are copied into the working system and from then on all public authorities which use this particular model service have the changes in their services. (that's why you have MODEL_SERVICE and MODEL_SERVICE_TEMP)
So the fundamental idea of the model service system is that cities of a particular region can share the work on building up all services so that let's say city A implements services 1-10 (as model services), city B implements 11-20 and city C implements 21-30. By doing this cities A, B and C don't have to implement services 1-30 all on their own. Instead they implement all a part of it and use the rest of the other authorities. It doesn't work with all services because of differences between the cities but there is a huge amount of services which are in every detail identical in every city (at least in a particular region).
