[TYPO3-caretaker] Extension phpmyadmin is not shown as insecure

Hello Lars,

the problem was as expected. The old extension is not marked insecure in ter. We solved 
this by adding a specific test for phpmyadmin < 4.11.2 .  I contacted the security team 
about that.
