If you generate the Key with the UPDATE the caretaker writes the values to your localconf.php. Maybe this file cant be changed by the caretaker_instance.

I think that is the only file that has to written.

you can check the file permissions  by your install tool or directly on your server.

hmmm... incorrect permissions on some files/folders? though, I don´t know  
which those could be...
