[TYPO3-caretaker] how to set up the FE-plugin

Hi Nina, hi Tobias

the frontend is intended to be something like a status tv which is constantly showing the 
overview. We did'nt intend do make it a backend replacement.

Since there is a new json/xml api for the frontend in the svn it would be possible to 
create an ExtJS Frontend aswell. I personally do'nt need that since i use the caretaker 
backend whenever i need detailed informations.
