[TYPO3-BLE] Accessibility briefing from BLE

Hi guys,

please find attached my meeting notes of a briefing regarding
accessibility from Marc Haunschild / BLE.

He has a lot of experience in buidling accessible web sites and is also
invovled in the accessibility community, and could give us some guidance
on what to focus on to build accessible websites.

Not all of it might be relevant for the TYPO3 core, but for the
government package (serving as an example package for accessible
websites) a lot could be relevant.
