To be able to call index.php, you have to create the directory with a 
symlink to typo3_src before install tool is started. this is already 
done by the dummy package. No change needed :)

If you'd like to call the typo3_src package directly, you would have to 
add a vhost for the typo3 source directory. That would subvert the 
concept of ENABLE_INSTALL_TOOL.
