Hi,

It makes sense. The problem is when some "svn:external" developer wants 
to commit some non-functional changes that would break TYPO3 itself but 
in those cases, s/he should work on a branch instead.

I find that it makes much sense that trunk is trunk for everything and 
that tags are used for releases because it helps testing external code too.
