[TYPO3-project-4-3] Portable PHP password hashing / salted passwords

Dears!


Due to limited spare time I won't be able to implement salted passwords
for 4.3!
Feel free to use the codebase of ext:t3sec_saltedpw (see forge) for it.

However, I would recommend to use full set of phpass implemented as sysext.
