[TYPO3-project-4-3] tsconfig_help

Hi,

after the tip from Francois a had a look to this sysext.

It could be really nice, but it's unfinished.
It comes with static data which is outdated, and if you update it 
overwrites all with manuals from installed extensions.
But it doesn't offer a way to read them :D

I would like to enhance it, give the possibility to
* read actual documentation online and store in DB
* Give a menu to read the stored manuals
* don't use them in pop up windows
* API for reading vaues from any manual (could be used eg for t3editor 
ant others)
