[TYPO3-project-4-3] Integrating clear_rte_cache into htmlArea RTE

Hi,

I would propose to integrate extension clear_rte_cache, currently on 
TER, into htmlArea RTE, and to activate it when the RTE troubleshooting 
mode is enabled with the EM.

The extension adds an option in the backend clear cache menu that allows 
to delete all files in typo3temp/rtehtmlarea. This is useful for testing 
patches or when updating from SVN.

Any objection, suggestion?
