[TYPO3-project-4-3] Interface selection in BE login

Hi,

i fixed the broken interface, see
http://bugs.typo3.org/view.php?id=11748

However the jump-select is originally for the logout form, but this form 
is never shown. When logged in and calling typo3/index.php you are 
always redirected to the backend.

So

* logout form doesn't make sense if never displayed
* even if logout form would be visible i don't get the sense of the 
jump-select
