[TYPO3-project-4-3] Datepicker for TCEFORMS

Hi,

as #11627 is committed now, here is a new patch containing only the 
datepicker.
I fixed a IE-issue also, and create the needed CSS dynamically with 
ExtJS instead inline CSS.

I reattached the image for typo3/sysext/t3skin/extjs/images/form so you 
don't forget to use it ;)
