Well - this is what I usually do. And to make it clear for a new client the
first thing I tell him is: Regardless of what you want us to do with TYPO3
you will have to pay at least a sum X.If this is too much for you, we don't
even move our asses into your office to talk about it. - Sometimes it's
enough to call a very high price that's just two times the amount we usually
would offer the service for. If the client tells me the price is too high,
he can get a "30% new client discount" to test if the service is worth the
price. Worked in many cases.

But there is another thing: The biggest "dumpers" are not the clients but
Web-Agencies that are not able to offer TYPO3 services. They sell the
service for very high prices but instead of sharing the money on a fair base
they force their freelancers to do the job for a dumping price to make sure
they will get further work from this agency.
