I am not absolutely newbie in web-development business.
I know web-development market in Russia. 
We have the same situation.
Some web-studio has 2 brands (2 sites and 2 portfolios)
1) for large budgets
2) for low budgets

Do you know about outsourcing?
India has good experience in that field.
You can get "dedicated PHP programmer " from Indian IT-outsourcing company
for $1000-$1200/month.
In India PHP-developer get $300/month. So IT-outsourcing is good business.

Is $1000/month dumping price for IT-job???
Yes for Germany, no for India.
A lot of European IT-companies  outsource projects to India.
And help this Indian IT-outsourcing companies to do business.
But anyone can see this dumping Indian price!!!
